The following proposal was prepared for the Canadian Forces School of Communication and Electronics (CFSCE). When I started working at CFSCE, they had no policies or procedures for eLearning or distance learning design, development, or deployment. I was tasked with developing a procedure that CFSCE could employ going forward to streamline and document this process. This proposal was adopted by CFSCE and is still in use today.
